So are the buckeye rules finalized yet? Where can we find them?

They are up at www.buckeyebattles.com The scenarios are basically done on there, but will be fiddling with the bonus points/victory conditions this weekend.

First,
under the turning in your lists it says lists turned in before July 1st get you 5 pts. Then immediatly under it it says Lists turned in after June get no pts. I think that is a typo.
2nd.
How many bands are there? 2 or 3?

Could you better explain the winning and losing with the banding system? IE so I am in band 2, can I challenge and face people in Band 1? Because to be honest it is a major ... crutch? to not be able to play people for extra pts. IE I would lose best general if I went undefeated on day 1, and then played 2 people from band 2 or 1 because I was unable to earn any extra battle points. Is there a way to ensure that I am able to play against higher tiered lists on day two to get that bonus?

June 30 is the last day for bonus points. That includes if you want to change your list, change it before July.
3 bands.
I dont understand about winning and losing with banding. you are in your band on day 1. you cannot challenge out of it. On day 2, your judged score will be compared to your opponent. If the gap is small, neither player gets an advantage. if the gap is medium, the softed seeded army will get the CHOOSE bonus which gives him side, enemy deploy 1st, and choice of going 1st or 2nd. If the gap is large, the softer seed gets CHOOSE and BONUS (which is 3pts). This is NOT based on your band, but your position in the band.
Example: Gary scores a hypothetical 6.1/10 from the judges. that puts him in band 1 on day 1. on day 2 Gary plays Jonny who has a comp score of 2.5. Gary would get CHOOSE and BONUS despite being in band 2.
Game 5 on day 2 Garys 6.1 matches him vs Mike who has a hypothetical 7.3 and had played in band 3 on day 1. Neither would get a bonus. The armies are rated within a few points and are similar enough.
This helps those at the bottom of band 1 and band 2. not getting punished for scoring just out of the lower band AND those that eek into the top of their band will not benefit by trying to shave off just enough to beat the system. Its almost like a floating band bonus if that makes sense. When we release the match ups, we will have it marked who gets which bonus if any.
The idea of the 3bonus points is that if a player truely brings a significantly soft list, and has essentially the same overall score as ssomeone with a tougher list, that softer seeded player ought to have the edge as winning with a soft list. Its possible no one will get any bonus p oints. Its possible band 2 guys would get them if playing a top band 1 guy. So before band 2 never had a chance at those points. The only way to increase your chance to get those points, is to dig as deep as you feel safe into band 3.

Technically that is correct. Before July 1st gets you the points, after June is July 1st and therefor no points. I could reword it if that is confusing.
