I agree that this just seems to escalate the magic phase. For example, an army with 8pd vs and army with 5dd. It now just becomes 9pd vs 7dd. A little better for the defensive side of magic, but just more dice all around, with a one die difference.
Plus, if the power dice gained are pool dice, this can give magic offense a lot more options. Especially if they have a Slaan that adds one to each die or the like. Oh, and it messes up TK, since they'll give over some dispel dice then get some power dice in return which they can't use.
I also disagree with counting one use bound items, most of them are horrible anyway, even more so if they hurt you until you use them.

How about making Magic Flux simply make a caster miscast on a roll of double ones, or any combination with a 1 and a 2?
Also, I think you should bump up your WPS qualifier if you want to keep the Marauder a 'friendly' tournament.
I can make a really nasty army and still be above 0 WPS.
I'd recommend a 10 or above.

The average WPS score at the tournament was 12. I don't think raising the limit to 10 would help the event. We already have a comp score. The WPS cutoff of 0 is to give players an expectation to players that OTT lists are not acceptable.

Just a curiosity, but do you know offhand what the WPS scores were for each of the placing armies?
Not to start an argument here or be negative, but for example's sake the mode WPS score could have been ~15 while the top finishers (not to discount from their generalship or skill at the game in any way) could have had WPS scores that closely approached 0, helping to give a mean (average) score of 12 or so.
If that was the case (and again, I'm just posting this as an example, not a theory) saying that the average WPS score at the tourney was 12 is a bit misleading if the players with the best showing had very low WPS scores. Changing the cutoff to 10 (which I also support, btw) would obviously have still given a WPS average close to 12, but the disparity between the lowest-scoring and highest-scoring armies would have been closer.
As Mobius said, some very very tough and broken lists can be made at a positive WPS score, so I'm not sure that telling potential contenders that there is a WPS cutoff of 0 sends a strong enough message that OTT lists are frowned upon. A cutoff of 10 still allows every army in the game to bring a competitive list without expressly dictating what players may or may not bring in any way.

Average tournament WPS: 12.1 Average WPS of top 5 players: 11
The difference between 11 and 12.1 is really noise when you consider the system is not perfect. I can comfortably say that the winners had a WPS pretty close to the average at the tournament.

They encourage players to field balanced lists. Between player judged army composition, scenario cards, and the seeding, it is difficult for OOT lists to win. Also look at the composition of the top armies. They all placed above the nominal comp of 25.
